Scott Mambourg

Scott E. Mambourg, PharmD, BCPS graduated from Idaho State University College of Pharmacy in 1995 and completed a PGY1 Pharmacy Practice Residency at the VA Sierra Nevada Healthcare System (VASNHCS) in 1995-1996. Following his residency, Dr. Mambourg stayed with the VASNHCS and served as a Clinical Pharmacy Specialist in Ambulatory Care and Inpatient. From 2003 to 2017, he served as the Clinical Pharmacy Coordinator/Associate Chief of Pharmacy and PGY1 Residency Program Director for the VASNHCS. In 2017, he took on the role of VISN Pharmacy Executive. He is an active member of various local, regional, and national committees. Scott was 2009/10 Chair of the Education Committee of NVSHP, Past-Chair of the Western States Residency Conference and is active in ASHP and ACCP. He became BCPS certified 2005 and completed his first marathon (Rock-N-Roll, San Diego June 2007). He can be seen on the Tahoe ski slopes in the winter; camping, hiking, and biking in the summer; and enjoying regional wine tasting in the surrounding valleys.

Diana Higgins, PharmD, Pharmacy Program Manager

Diana HigginsDiana graduated from the University of the Pacific Thomas J. Long School of Pharmacy with a Doctor of Pharmacy degree. She completed her PGY-1 Pharmacy Practice Residency at the University of California - Davis Medical Center. She previously worked as a Primary Care Clinical Pharmacy Specialist at the VA Sierra Nevada Health Care System (VASNHCS) in Reno, NV, and eventually accepted a position as the Associate Chief of Ambulatory Care Pharmacy. She is currently the VISN 21 Pharmacy Benefits Management Program Manager and chair/co-chair of numerous VISN 21 workgroups such as the Pharmacy Procurement and MCCF groups and the Pain Committee. Her current practice areas of interest include: medical center cost recovery, pharmacy procurement, pain management, MCCF, and hyperlipidemia/coronary risk reduction. She is located at the VA Northern California Health Care System in Sacramento, CA and precepts the residents for their Formulary Management experience.

Jennifer Kryskalla Marin, PharmD, VISN 21 Clinical Data Manager

Jenifer MarinPrior to her pharmacy career, Dr. Jennifer Marin was a methods research and development chemist with the US Geological Survey in Denver, CO. Dr. Marin earned her Pharm.D. degree from the University of Colorado, and her love of data drew her to the VA Northern California Healthcare System PGY1 residency with a focus on Pharmacoeconomics. She pursued further training in pharmacoeconomics, informatics, data management, and pharmacy administration with the VA Sierra Pacific VISN 21 PGY2 Managed Care Pharmacy Systems residency in Reno, NV. She served as the VA Desert Pacific VISN 22 Pharmacoeconomist/Data Analyst from July 2012 - December 2016, with primary focus on cost containment, formulary management, opioid use risk reduction, and Hepatitis C patient population management. In December 2016, Dr. Marin returned to the VISN 21 PBM team, embracing a greater focus on Academic Detailing and precepting PGY2 residents. Current interests include outcomes analysis, pharmacy operations efficiency, SQL coding, Pyramid Analytics, and Power BI.

Joy Meier, PharmD, PA, BCACP, VISN 21 Chief Health Informatics Officer

Joy MeierJoy graduated from the Philadelphia College of Pharmacy and Science with a Doctor of Pharmacy degree and completed her PGY-1 Pharmacy Residency at the DVA Medical Center in Martinez, CA. Prior to her pharmacy career she was a physician assistant, and over the years has held numerous faculty appointments, including assistant professor at Samuel Merritt Physician Assistant program for the past 18 years.  She currently serves as the Chief Health Informatics Officer for the Sierra Pacific Network (VISN21 and precepts the residents for their Data Management and Academia/Education experiences. She is co-chairs the VISN 21 Oncology Task Force. Her current practice interests include: informatics, data analysis, clinical dashboard development, oncology, and health outcomes analysis.

Amy Robinson, PharmD, VISN 21 Clinical Data Manager

Amy RobinsonAmy graduated from the University of Rhode Island College of Pharmacy with a Doctor of Pharmacy degree. She completed a PGY-1 residency at the VA Northern California Health Care System and her PGY-2 residency in Applied Pharmacoeconomics with the VA Sierra Pacific Network (VISN 21). Throughout her career she has worked as the Mental Health Data Manager for the Academic Detailing Pilot Program, a National Program Manager for the Patient Education Resource Center (PERC) in the Office of Mental Health (OMHO) and is currently a VISN 21 Data Manager. Her current practice interests are SQL coding, user experience and design, multi-dimensional database (Cube) design, dashboard production, and Pharmacoeconomics. She is located at the VA Palo Alto Health Care System in Palo Alto, CA and precepts the residents for their Data Management and advanced analytics rotations.

Janice Taylor, PharmD, BCPS PBM Program and Data Manager

Janice TaylorJanice Taylor, Pharm.D., BCPS, is a program and data manager for the VA Sierra Pacific Network (VISN 21) Pharmacy Benefits Management team. In 2016 she completed her specialty PGY2 residency in Pharmacy Outcomes and Health Care Analytics with VISN 21. Prior to coming to VISN 21, she completed her PGY1 general practice residency training at the Southern Arizona VA Health Care System in Tucson, AZ. Originally from New Mexico; Dr. Taylor graduated with her Pharm.D. in 2014 from the University of New Mexico College of Pharmacy in Albuquerque.

In her current position, Dr. Taylor provides data support and clinical input in various practice areas including: Antimicrobial Stewardship, Anticoagulation, Hepatitis C, Advanced Liver Disease, Pain, Mental Health, Medication Safety, Inpatient services, and Academic Detailing. She also serves as a preceptor for the PGY2 program on site in Reno and enjoys serving as a guest lecturer for the Samuel Merritt Physician Assistant program in Oakland, CA. She has a passion for population health management and enjoys designing and implementing quality improvement projects. She is also active in professional organizations and currently serves as President for the Nevada Society of Health System Pharmacists (NVSHP).

Robert Malmstrom, PharmD, VISN 21 Program Manager

Robert MalmstromRobert graduated from the University of California, San Francisco School of Pharmacy with a Doctor of Pharmacy degree. He completed a PGY-1 Ambulatory Care Residency at VA Northern California Health Care System. Afterwards, he worked as an Ambulatory Care pharmacist, followed by Division Manager at the VA Palo Alto Health Care System (Livermore Division), and also served as the Pharmacoeconomics pharmacist at the VA Northern California Health Care System. He is an active member of numerous VISN 21 taskforces: Mental Health, Medication Use Management, Pain, PBM, National Lost Opportunity Cost Group, and Endocrine. His current practice interests are pharmacoeconomics and formulary management, pulmonary medicine and rheumatology. He currently precepts residents in pharmacoeconomics and formulary management.
